Policy Issue

The reintroduction of the Understudy Training Program (UTP) and the introduction of the Skills Development Program (SDP) aim to improve the capacity of the local workforce through technology and skills transfer from foreign hires. However, the recent issuance of DOLE Department Order 228-2025 that outlines the procedural and documentary requirements for UTP/SDP, raises concerns about various aspects of implementation, monitoring, and evaluation. These include issues like applicability to certain occupations, practicality, and additional requirements for AEP applications. Given its recent launch, weak institutional mechanisms could hinder effective monitoring and evaluation of the UTP in the labor market, limiting its ability to achieve the policy goals of developing the local workforce through foreign labor expertise.
