In the interest of service, and in view of the Philippine Commission on Women (PCW) Memorandum Circular 2011-01, dated October 21, 2011, on the “Guidelines for the Creation, Strengthening, and Institutionalization of the Gender and Development (GAD) Focal Point System” to serve as a mechanism in catalyzing and accelerating gender mainstreaming in government agencies towards the promotion of women’s human rights and elimination of gender discrimination in their systems, structures, policies, programs, and processes, the ILS Gender and Development Focal Point System (ILS-GFPS) is hereby reconstituted as follows:

C. ILS-GFPS Secretariat:
Members from the Planning Unit and Budget Unit shall serve as the Secretariat of the ILS-GFPS.
II. Functions and Responsibilities
A. The ILS-GFPS Executive Committee shall:
a. Issue policies and directives that support the implementation of GAD mainstreaming in ILS’ labor and employment policy research and advocacy activities, budget systems, and procedures including the creation, strengthening, modification, or reconstitution of the GFPS;
b. Approve the agency’s GAD Plan and Budget (GPB) as duly endorsed by the GAD TWG and ensure its implementation;
c. Ensure the timely submission of the GPB, GAD Accomplishment Report (GAR), and other GAD-related reports to the PCW, Commission on Audit (COA), and Department of Budget and Management (DBM);
d. Direct the identification of GAD strategies, programs, projects, and activities based on the results of gender audit, gender analysis, and identified priorities based on gender issues;
e. Build and strengthen the partnership of the agency with the PCW, GAD experts, advocates, women’s groups, and other stakeholders in pursuit of gender mainstreaming; and
f. Recommend awards or recognitions to outstanding institutional GAD initiatives and GFPS members.
B. The TWG on Policy, Advocacy, and Communication shall:
a. Provide inputs in the formulation of policy recommendations to address GAD-related issues and gaps identified in labor and employment research;
b. Review research outputs, publications, and other knowledge products to ensure gender-sensitive content and gender-fair language;
c. Lead the development of GAD communication plans, production, and implementation of GAD-related communication strategies;
d. Establish and maintain Knowledge Management (KM) System with GAD-related knowledge products and information, education, and communication (IEC) materials;
e. Design and implement advocacy campaigns and events to promote gender equality and empowerment within the Institute and among its external stakeholders/clients;
f. Work closely with the TWG on Programs and Partnerships for engagement with relevant stakeholders/clients;
g. Monitor media representations related to intersecting labor market issues and GAD, and recommend appropriate interventions; and
C. The TWG on Programs, Partnerships, and External Linkages shall:
a. Design and implement gender-responsive programs, projects, and enabling mechanisms that address agency-focused GAD-related issues through spearheading the conduct of gender analysis in collaboration with TWGs based on the following:
i. Collection and Analysis of Sex-Disaggregated Data/Gender Statistics;
ii. Management of a GAD Database;
iii. Gender Mainstreaming and Evaluation Framework (GMEF);
iv. Harmonized Gender and Development Guidelines (HGDG);
v. GAD Focal Point System Functionality Assessment;
vi. Gender Impact Assessment; and
vii. ILS Gender and Development Agenda
b. Conduct a survey and consultation with ILS personnel and external stakeholders to identify gender issues and integrate GAD indicators in the planning, implementation, monitoring, and evaluation of the Institute’s strategies, systems and processes, in coordination with divisions and units of the agency;
c. Initiate exploratory activities and establish partnerships with PCW and other relevant stakeholders which include national government agencies, private sector, local government units, academe, non-government organizations, civil society organizations, development partners, and experts to strengthen the Institute’s GAD initiatives and facilitate enhanced GAD mainstreaming;
d. Monitor the progress of partnerships and establish and maintain a database of all previous, existing, and targeted partnerships;
e. Benchmark best practices of internal and external partners for a more strategic implementation of the Institute’s GAD PAPs;
f. Serve as a clearinghouse for all partnership initiatives on gender mainstreaming from local, regional, national, and international networks; and
g. Represent the Institute as assigned by the Chairperson in client engagements and partnerships.
D. The TWG on Capacity Building, Administration, and Finance shall:
a. Monitor the implementation of workplace policies addressing sexual harassment, discrimination, and other gender-related concerns;
b. Craft new policies addressing emerging concerns related to safe spaces and gender equality, if necessary;
c. Plan and implement capacity building programs on GAD for the Institute’s personnel, particularly the ILS-GFPS to serve as GAD Resource Person within the Organization;
d. Conduct a training needs assessment annually related to gender mainstreaming skills and competencies;
e. Ensure gender mainstreaming in the onboarding program for new employs;
f. Ensure that gender and development focal point system functions are reflected in the IPCRs of both the executive committee and staff members;
g. Ensure gender-responsive recruitment, selection, and promotion process;
h. Ensure monitoring and proper allocation and utilization of at least five percent (5%) of the Institute’s approved and adjusted appropriations for GAD-related programs/ activities; and
i. Maintain and improve gender-responsive facilities and support systems for employees (e.g. lactation stations, child-friendly spaces).
E. The ILS-GFPS Secretariat shall:
a. Develop and maintain a database on GAD budget and utilization to be endorsed monthly to the TWG Chairs;
b. Consolidate inputs from ILS-GFPS and ILS Divisions for the preparation of the annual GPB relevant to their focus area;
c. Prepare and submit quarterly reports on the status of GAD fund utilization and accomplishments to the TWG Chairs; and
d. Ensure proper documentation of all TWG and ILS-GFPS meetings, decisions, and activities for transparency.
F. The TWG Chairs shall:
a. Convene and preside over regular ILS-GFPS/TWG meetings;
b. Develop annual work plans and targets aligned to the ILS GAD Agenda and DOLE directives to be presented in the ILS Corporate Planning Exercise;
c. Monitor and evaluate the progress of assigned TWG activities against established targets and timelines;
d. Coordinate with other TWG Chairs to ensure complementary and non-duplicative GAD initiatives;
e. Review the ILS-GFPS Secretariat’s quarterly accomplishment report and submit to the ILS-GFPS Executive Committee;
f. Ensure timely drafting and submission of the annual GAR to the ILS-GFPS Executive Committee, DOLE GFPS, and PCW;
g. Troubleshoot implementation challenges and propose solutions to the ILS-GFPS Executive Committee;
h. Coordinate with DOLE GFPS and other agencies on GAD-related matters; and
i. Represent their TWG or the Institute in Executive Committee meetings or external engagements when required;
j. Ensure the timely submission of the GPB and GAR to PCW;
k. Ensure the effective monitoring, allocation, and utilization of at least 5% of the Institute’s approved and adjusted appropriations/ budget for GAD-related programs and activities; and
l. Provide a response to the Audit Observation Memorandum (AOM), if applicable.
