QUEZON CITY – The Institute for Labor Studies (ILS) hosted a policy forum titled, “Voices of Inclusion: Empowering Persons with Disabilities in the Workplace,” on 09 December 2025 at the ILS Conference Room in Quezon City, with simultaneous live streaming via Zoom and Facebook Live.
The forum highlighted disability-inclusive practices and innovations implemented across public institutions, while deepening the understanding of the lived experiences of persons with disabilities (PWDs) in the world of work. Participants, partners, and stakeholders engaged in conversations centered on strengthening inclusive labor policies and fostering accessible and enabling workplaces.
In his opening remarks, delivered on behalf of Executive Director III Jeanette T. Damo, Advocacy and Publications Division Chief Reinerio Alba underscored the Institute’s commitment to inclusive labor governance. “Let today’s discussions remind us of our responsibility to champion inclusive labor policies and ensure our programs reach those who need them most,” Mr. Alba emphasized.
A key segment of the forum featured Ms. Kathleen Baido, a para badminton athlete and bronze medalist at the 2025 NSDF Badminton Asia Para Badminton Championships held in Nakhon Ratchasima, Thailand, and an Administrative Officer II of the Philippine Air Force. She shared her inspiring journey as a PWD and discussed practical approaches to cultivating inclusive and supportive work environments.
Meanwhile, Ms. Mercy B. Apurado, Supervising Labor and Employment Officer of the Bureau of Workers with Special Concerns (BWSC), presented the Bureau’s ongoing programs and initiatives aimed at improving employment facilitation and opportunities for PWDs.
In her closing message, OIC Deputy Executive Director III Miraluna S. Tacadao emphasized the importance of sustained collaboration in advancing disability inclusion. “As we conclude this event, let us carry forward the spirit of today’s theme, ‘Voices of Inclusion,’ and ensure that the voices of persons with disabilities and those in vulnerable sectors continue to shape our policies, institutions, and collective future long beyond this forum,” she said.
The policy forum was organized in observance of the International Day of Persons with Disabilities, commemorated annually every 3rd of December.
