QUEZON CITY – The Institute for Labor Studies (ILS) highlighted the Department of Labor and Employment’s (DOLE) initiatives on Just Transition during the Second National Convening: Final Launching of the Feminist Framework on Climate Change and Just Energy Transition (FFCCJET), held on 28 August 2025 at B Hotel, Quezon City.
ILS Senior Labor and Employment Officers Joe Mari S. Francisco and Loren Art S. Cayabyab shared insights during the national dialogue with feminist organizations, particularly on how the National Green Jobs Human Resources Development Plan advances gender equality and women’s empowerment in the context of green and sustainable jobs.
The event, organized by the Women’s Legal and Human Rights Bureau (WLB) and Oxfam Pilipinas, brought together feminist groups from Aklan, Marikina, Quezon, Samar, and Zambales, along with government agencies, to discuss concerns and opportunities for women’s meaningful participation in the ongoing Just Transition and energy transition dialogues.
As part of the consultation, organizers also presented the Feminist Framework on Climate Change and Just Energy Transition, which offers policy guidance for government in shaping inclusive climate change measures, policies, and strategies.
DOLE formally launched the National Green Jobs Human Resource Development (HRD) Plan 2020–2030 last 08 July 2025. The Plan outlines a strategic vision for preparing the Filipino workforce for the green economy and ensuring a just transition toward sustainable development.
